- ACA Section 1104 already has language specifying use of CORE Phase II and III Operating Rules. At this time ACA regulations do not have language mandating the use of CORE Phase IV Rules for the 3rd set of HIPAA transactions for which CORE has developed the Phase IV operating rules. Until such language is developed, the Phase IV Rules will be available for voluntary adoption.
